As the function of property tax and assessment administration has grown increasingly complex, many jurisdictions, especially smaller ones, have had difficulty conforming with assessment regulations and requirements. These jurisdictions also experience difficulties in finding a qualified persons to serve as assessor as well as budgeting for their adequate compensation. MHAI provides assessment administration utilizing cost efficiencies, new technology and valuation expertise at a fraction of the cost of a full–time assessor.
The purpose of a reassessment is to ensure that all properties are assessed fairly at a uniform level of assessment. If market values increase or decrease over time and the assessments do not properly reflect these changes, some property taxpayers could pay more or less than their fair share of taxes.. Reassessments are intended to restore taxation fairness within the community. MHAI has completed numerous reassessments projects over the year starting from the planning phase and continuing through to the implementation of the final assessment roll. We pride ourselves in customer service, process transparency and accurate valuations.
During a reassessment, a monitor typically overviews the project. As project monitor MHAI will assure IAAO & NYS procedures are followed as required to assure fair and equitable results. We will provide independent statistical testing for all parcels within the municipality providing the confidence and support required to discuss new assessments with your constituents.
The local Homestead option is implemented to prevent a large shift of the property tax burden to the residential class of property owners after a revaluation. In a revaluation, the law requires that changes made to individual property assessments are correct and uniform. These changes may result in increases to some individual residential property owners whose properties were under assessed before the revaluation. The homestead tax option helps prevent any large shift to the residential class of properties. MHAI first implemented this tax option over fifteen years ago and continues to maintain a number of village assessment rolls that continue to exercise this option.
